London-based Celnor Group has acquired ECL (Environmental Compliance Limited), a Pontypridd-headquartered independent environmental consultancy, adding air quality monitoring, emissions testing and occupational hygiene capabilities to its Safety and Compliance Division.
ECL was established in 2001 and describes itself as the largest independent provider of UKAS and MCERTS accredited air monitoring and consultancy services in the UK. The business operates from six offices across the country, including sites in Newcastle, Leeds, Birmingham, Exeter and Watford, alongside its Wales headquarters. It serves more than 850 client companies in over 15 countries, with its client base spanning major industrial names including BAE Systems, Rolls-Royce, Tata Steel, National Grid and the NHS.
The company delivers a range of technical services covering environmental consultancy, air quality and emissions monitoring and testing, environmental monitoring, occupational hygiene, local exhaust ventilation (LEV) testing and maintenance, and noise consultancy. ECL holds accreditations from leading environmental and regulatory authorities, and its occupational hygiene consultants are registered members of the BOHS Faculty of Occupational Hygiene.
David Boles has served as Managing Director of ECL since at least 2023. No financial information is publicly available for the business, which files abbreviated accounts at Companies House.
Celnor Group was founded in 2023 by Simon Parrington and is backed by Inflexion Private Equity. In approaching three years of operation, the group has grown to report revenues of £275 million, with more than 2,300 employees across 60 locations in six countries including the US, France and Belgium. It operates through four specialist divisions: Built Environment, Safety and Compliance, Risk Management, and Analytical Sciences.
Inflexion has a track record in the Testing, Inspection, Certification and Compliance (TICC) sector, having previously backed platforms including Phenna Group, Alcumus, BES Group and Cawood Scientific.
The group's rapid expansion has been driven by a focused strategy of acquiring specialist, entrepreneur-led businesses and providing them with shared infrastructure across finance, HR, IT and marketing.
The Safety and Compliance Division already includes a significant portfolio of businesses, covering asbestos consultancy, water hygiene and legionella control, electrical testing, working at height compliance, environmental remediation, and specialist monitoring services. ECL's air quality and emissions capabilities extend the division's technical reach into one of the more complex areas of industrial environmental compliance.
